2026 Beaumont Sustainability Plan

Staff recommendationAdopt the Sustainability Plan as an update to the 2015 Climate Action Plan and adopt the related General Plan EIR addendum resolution.

The five-to-ten-year strategy includes 37 community sustainability measures and 21 resilience measures. Its 2022 inventory attributes 63% of community greenhouse-gas emissions to transportation and 28% to building energy.

What to watch
  • The Planning Commission recommended adoption 4-1 after discussing reach codes, hazard maps, incentives, transit, recycled water, and staff capacity.
  • Measures are high-level actions requiring later feasibility review, engagement, and technical work.

Short-Term Rental Program and Ordinance

Staff recommendationIntroduce the ordinance and adopt the fee resolution.

The program would require an annual license for each rental, tax registration, a local responsible party able to respond within 60 minutes, two overnight occupants per approved bedroom, on-site parking, and quiet hours from 10:00 PM to 7:00 AM. Parties and commercial events would be prohibited.

Proposed fees
  • $250 annual license; $100 inspection or reinspection; $100 late renewal or appeal.
  • $500 for operating without a license and $250 for omitting the license number from a listing.
  • Revenue cannot yet be estimated; fees are intended to recover program costs.

E-Bikes and E-Conveyances Ordinance

Staff recommendationIntroduce Chapter 10.39 and adopt an administrative-citation schedule effective with the ordinance.

The proposal sets riding and equipment rules for bicycles, e-bikes, scooters, motorized skateboards, and similar devices. Sidewalk speed would be limited to 5 mph or lower when conditions require. City parks would be limited to designated riding areas, and uncertified electric off-highway motorcycles would be prohibited in public areas.

What to watch
  • Citations are proposed at $500, $1,000, and $2,000 for repeat violations within 12 months.
  • Parents may be responsible for violations by minors; limited safety impoundment is authorized.
  • Costs would be managed within the General Fund; citation revenue is unknown.

Authorize $37,350 in sponsorships, including $30,000 for the State of the City, and find a public benefit. The adopted budget has $40,000 available.

J.2 · Lamar billboard

Convert the south-facing static display at 174 Beaumont Avenue to digital while retaining the north-facing static face. The Planning Commission recommended approval 4-0. Lamar would pay permit fees.

J.3 · Sponsorship Policy

Create an annual open application period, viewpoint-neutral review, public-benefit findings, full-cost accounting for in-kind aid, and Council approval of awards. The policy appropriates no money.

J.4 · Beaumont Nights

Direct a 15-date 2027 calendar and separately decide whether to authorize a licensed beer garden. Placer.ai estimated 33,000 area visits across 12 events in 2026, not ticketed attendance or unique people.
